KB10439 - Create "fly out" (call out) labels.
Fly out (also referred to as call out labels) are labels with an arrow to a specific map feature.
The DK has no built-in fly out labeling feature, but a DK developer can custom implement similar functionality. The DK DragLabel source code sample in DK sample set #1 can provide an idea how to do this.
